Brown the ground beef, onions, peppers. I like to season the beef as it is browning with Salt & Pepper
Drain the grease and discard.
Add canned Tomatoes, ½ of the broth, Chili Powder, Paprika and Garlic.
Simmer on medium heat for 10 minutes.
Add Uncooked Rice and the remaining broth.
Bring to a boil and then back down to a simmer on low heat. Then cover for 10-15 minutes
Add cheese, cover to melt, then serve
